Support the field in identifying, documenting, piloting, and validating multilingual program models suited to varying community, linguistic, and district contexts—from dual language/biliteracy programs to world language instruction, heritage language programs, tribal language revitalization, and bilingual enrichment.

Promote state indicators, assessments, and monitoring tools that recognize, measure, and elevate multilingualism, ensuring languages other than English “count” in state accountability.

Develop frameworks, resources, and statewide infrastructure to support districts in implementing effective multiliteracy programs, drawing on expertise across California and national organizations.

Invest in regions across the state to model multilingual pathways from preschool through graduation, build local leadership, and demonstrate what is possible.
